Start with the beginning

Making menu items gives a fast structure of what you plan to have on the site. BUT remember to add content to the pages.

Empty sites, "to be constructed" sites are absolutely not accepted. If it is not ready for publishing yet dont publish it. Insted use the news function on your site to tell about future addins.

It is ok to add short descriptions, things on the internet changes fast, and adding or removing text on the pages is absolutely allowed.

Menus

Make the menus so it makes sense. Prio numbers needs to be added with 10 increment [10-20-30-40-50-60-70... ] so if you need to add something in between you dont need to move all the numbers.

Give the menus names that indicates what it contains. And it is ok to make submenus.
